Maureen C. Dolan, Executive Director
Maureen C. Dolan, Executive Director of Western Reserve Community Development Corporation, brings a wealth of knowledge and experience to the role of Director. Maureen has a Bachelor of Science, Master of Science Georgetown University 1974, 1977 and Jurist Doctorate from the University of the District of Columbia (formerly Antioch School of Law) 1984. She is Vice President of Conway Land Title in Painesville and her civic involvement includes: Eastern Lake County Chamber of Commerce; Western Reserve Junior Service League; Downtown Painesville Organization; recipient of the 2019 Business of the Year Award for the Eastern Lake County Chamber of Commerce; member of Painesville Rotary. She has been married to Neil J. Conway III for 36 years while raising four children in Painesville, Ohio.
Toni Marie Ciliberto, Program Manager
Toni Marie Ciliberto manages the Home Rehabilitation programs for Lake County and the City of Mentor. In her capacity she oversees an annual budget of over $400,000 in home improvements and works with clients, contractors and government officials to make sure that all program guidelines are adhered to. Toni Marie is responsible for all aspects of the rehab program, including marketing, pre-screening applicants, processing applications, communicating with city and county officials to ensure proper administration of rehab programs, contractor approval and selection, compliance reporting, and change order authorization.
Paul Miller, Rehabilitation Supervisor
Paul Miller serves as the Housing Rehabilitation Program Supervisor for Western Reserve. In that capacity, he inspects properties, prepares a detailed scope of work, supervises housing renovation and rehabilitation activities, follows up with clients, and meets with building officials to resolve issues. Paul comes to Western Reserve with over 40 years’ experience in housing renovation and construction. Along with Toni Marie, Paul was instrumental in the completion of 85 home rehabilitations or repairs in 2013. Together, they have managed the completion of 3 jobs to date and have 10 jobs in progress.
